Purpose

The Education & Training Plan (ETP) is the primary document used to identify life-cycle education and training requirements. It serves as a road map for workforce progression and outlines requirements that must be satisfied at appropriate points throughout the career path. The ETP also specifies the mandatory task qualification requirements for award and maintenance of applicable gates.

Use of the ETP—this plan will be used by the Managing Director and supervisors, at all levels, to ensure comprehensive and cohesive training programs are available to each individual.  Senior Staff will ensure their training programs complement the ETP mandatory initial, upgrade, and proficiency requirements. OJT, formal training, contract training, or exportable courses may satisfy identified requirements.  Each individual will complete the mandatory training requirements specified in this plan.

Coordination and Approval—the Managing Director is the approval authority. The Senior Staff will review the ETP annually.


Workforce Progression

Skill/Career Progression. Adequate training and timely progression play an important role in the organization’s ability to accomplish its mission. It is essential that everyone involved in training do his or her part to plan, manage, and conduct an effective training program. This guidance will ensure each individual receives viable training at the appropriate points in their career.

Training Decisions. The ETP uses a building block approach (simple to complex) to encompass the entire spectrum of training requirements for a Code of Conduct Instructor. The spectrum includes a strategy for when, where, and how to meet the training requirements.
